Empty, on purpose

The protocol excludes exchange and custodian addresses from the Scoreboard — DOG held on an exchange does not howl, by definition. This is that list: curated, public, versioned.

Version 1 excludes no address. The list is empty on purpose, not by omission.

You only exclude what you can prove. A wrong exclusion is a wrong page written against a person, in public, in a record designed to be permanent. An exchange howling is the opposite: a deliberate, visible act that leaves its own evidence on the chain and can be handled at reconciliation. Between those two errors, only one is reversible, so the burden of proof sits with exclusion.

What gets excluded

  • The address must be operated by a custodian holding DOG on behalf of other people — an exchange, a broker, or an equivalent service. Custody is the test, not size or reputation.
  • Exclusion applies to the address, never to a person, an entity name, or a cluster inferred by heuristics.
  • Absence from this list is not a claim that an address is self-custodied. It means no admissible evidence has been presented.

Evidence that is accepted

  • PRIMARY — the custodian publishes the address itself: in its own official documentation, its API, its proof-of-reserves page, or a message signed by the address.
  • DERIVED — an on-chain path from an address already admitted as PRIMARY, stated as concrete transactions in the entry, so any reader can walk it.

Evidence that is not

  • Labels from block explorers, analytics vendors, or community lists, with no primary source behind them.
  • Attribution by clustering heuristics alone.
  • Common knowledge, consensus, or reputation. 'Everyone knows' is not evidence.

How an address gets on this list

  1. Anyone may propose an address, publicly, with the evidence attached.
  2. An accepted entry records: the address, the custodian, the evidence type, the source (URL, signed message, or txids), and the moon from which it takes effect.
  3. A change takes effect from the next moon whose window has NOT yet opened. Adding an address never invalidates a howl that already happened — the rules of a window are fixed before it opens.
  4. If the evidence behind an entry is refuted, the entry is removed and the removal is recorded here with the same detail as the addition.
  5. Every version of this file is public and kept. The history is part of the record.

    Created empty. No address is excluded at the Blood Genesis. The criteria and the evidence standard are published before the first window opens, so the rule exists before it can be applied to anyone.
