The Exclusion List
The protocol excludes exchange and custodian addresses from the Scoreboard — DOG held on an exchange does not howl, by definition. This is that list: curated, public, versioned.

Version 1 excludes no address. The list is empty on purpose, not by omission.
You only exclude what you can prove. A wrong exclusion is a wrong page written against a person, in public, in a record designed to be permanent. An exchange howling is the opposite: a deliberate, visible act that leaves its own evidence on the chain and can be handled at reconciliation. Between those two errors, only one is reversible, so the burden of proof sits with exclusion.
